This is the courting display of nuptial plumage. The lacy, white feathers are called the aigrettes. They are attractive to potential mates, but nearly led to the extinction of the species as they became exceedingly popular in late-1800s millinery and, hence, valuable. Such trade became illegal under the Migratory Bird Treaty Act of 1918.
